Chat Control is an informal name for the European debate on detecting online child sexual abuse. As of 11 October 2026, the temporary framework is in force; the permanent regulation is still being negotiated. A negotiating meeting is scheduled for 20 October, not a final vote.

The temporary regulation excludes interpersonal communications to which end-to-end encryption is, has been or will be applied, under Articles 1(3) and 3(1)(a)(ii). This framework therefore does not authorise blanket scanning of all encrypted chats. The exclusion does not determine future rules or remove other legal obligations.
