Chat Control: what is decided, what is still under discussion.

The European debate is changing rapidly. This page separates approved texts, negotiating positions and scenarios, without turning uncertainty into fear.

APPROVED TEXT

ePrivacy waiver

The European Parliament supported a more limited scope in July 2026, excluding end-to-end encrypted communications from the detection foreseen in the exemption.

OPEN NEGOTIATION

Permanent regulation

The negotiations have advanced on many points, while the takeover remains an unresolved and politically sensitive part.

SCENARIO

October 2026

A new escalation is plausible, but is not presented as fact until there is an updated institutional source.

Primary sources

What changes Layergram
